The Rosslyn Industrial Area is regarded as a critical important industrial hub as it hosts some of the large automotive OEMs, e.g.: BMW; NISSAN and TATA. More than 200 businesses operate from Rosslyn and provide employment to more than 20 000 workers. The Automotive Industry Development Centre (AIDC) as part of the Gauteng Growth and Development Agency (GGDA) is also based in Rosslyn with a specific focus on growing the automotive industry within Gauteng and the Region.
Recent high-level engagements with the mentioned OEMs emphasized the importance of Rosslyn to be developed as a World-class Industrial Hub that will be attractive to existing and new investors. Rosslyn gets regularly visited by international colleagues from Germany and Japan and competes with other international industrial hubs for the allocation of new automotive developments.
The Capital City Business Chamber (CCBC) therefore took the initiative of establishing a City Improvement District for Rosslyn, i.e.: the Rosslyn Improvement District (RID) with the slogan “Proudly Rosslyn”.
A City Improvement District (CID), (also known as an Internal Municipal Service District – IMSD) is a geographic area in which a majority of property or businesses owners have come together and agree to provide an extra level of public service in the area through an additional contribution towards key services required. CID’S are community/business driven initiatives where the private sector takes the lead in supporting the municipality in the revitalization or maintenance of certain demarcated areas. These additional services could include street cleaning, security services, engagements with informal traders, business attraction and place marketing, amongst others. The establishment of CIDs are acknowledged as one of the key mechanisms to revitalize specific economic nodes within cities.
The City of Tshwane Council recently approved the adoption of the new Internal Municipal Service District (IMSD) By-Law in terms of the Municipal Act, 2000 (Act 32 of 2000) on 25 Febr 2021.
